SLTs Reaching Out For Help

There are many SLTs that are being dominated by the principal and being prevented from fulfilling their legal mandated roles under State Education Law and Chancellor's Regulations. Most teams are not receiving training in a timely and consistent manner.The NYCDOE simply neglects SLTs since they are a threat to principal dominance if allowed to function.

Remember, the principal is a member of the team and must abide by the bylaws and legal regulations.Teams have the shared responsibility of creating the Comprehensive Educational Plan (CEP)and making sure that the budget is aligned with it. In addition, Teams must be included and consulted in the planning of budget spending.

Periodically, I receive e-mails and phone calls from parents and teachers who serve on SLTs. Many have questions and are seeking basic information concerning their SLTs.There are also those who are having conflicts with their principals concerning the running of their SLTs and are seeking help.

James, I would like to thank you for all your help. Clearly is was your email to the right people that help in resolving the issue at the school. Your email had everyone in downtown emailing me back and calling the school. They by-pass the districts recommendation and told the principal that no election would take place and that he must consult with the parents leaders of the school".

Submitting Draft of Final 2010-2011 CEP

Submit Draft of Final 2010-11 Comprehensive Educational Plan

All schools / Deadline: November 1



The deadline to submit your final 2010-11 Comprehensive Educational Plan (CEP) draft for network review is November 1. To facilitate submitting the 2010-11 CEP, you should submit via the iPlan Portal at http://www.cep-iplan.com. Please remember that you should submit the following required attachments:

· Language Allocation Policy (required for all schools as part of CEP Appendix 2);

· School Parent Involvement Policy (required for all Title I schools as part of CEP Appendix 4); and

· School-Parent Compact (required for all Title I schools as part of CEP Appendix 4).



A copy of your school’s signed SLT signature page should be sent by fax or by regular mail (postmarked by November 1) to your network team. It is strongly recommended that you retain the original copy.



For schools utilizing the iPlan tool to develop their CEPs, the submission will be automatic. Schools not utilizing the iPlan development tool this year should use the iPlan portal to upload the CEP document(s) (select the third bullet in the CEP-iPlan portal). Please use this PowerPoint to guide your submission.

Information on the 2010-2011 CEP

The deadline to submit the draft of the final 2010-11 Comprehensive Educational Plan (CEP) has been changed to November 1. School Leadership Teams should already be in the process of updating the preliminary 2010-11 CEP, based on implications for change gleaned from new information currently available, i.e., Progress Reports, reports from Quality Reviews held l ate in the spring of 2010, HS Regents results, pre-AOR to project which area(s) need to be strengthened, and 2010-11 NCLB/SED accountability status (which is not yet finalized by the state). More details about the submission process will be forthcoming. Contact the Office of School Improvement at 212-374-5757 with questions.

Is Your School Leadership Team a Sham?

Is your School LeadershipTeam (SLT) a sham?

The dictionary defines sham as "a hoax", "hypocrisy","imposture","an imitation or counterfeit purporting to be genuine".Does this describe your SLT? If so, and you are a SLT member, you need to take some action. In addition, if you are a parent or teacher whose views are suppose to be represented on the SLT, you also need to take some action.

The SLT is the vehicle for shared decision making among the principal,teachers, parents,and others in the school community.The SLT is suppose to create the Comprehensive Educational Plan(CEP) for the school and to be intimately involved in the budget process (spending of school money).

Is your SLT meeting one where you go and listen to the principal give you updates on what he or she is doing in the school? Do you find out about major changes in the school after the fact? Have you ever seen or read the school's CEP which you are suppose to be developing? Have you seen the school budget and had any meaningful input? Do you give the principal a good SLT survey review at the end of the year even though there was no CEP collaboration? Did you sign the CEP last June that stated you participated in the CEP and budget process even though you did not? If you are a UFT Chapter Leader,do you give legitimacy to this process by sitting on a non-functional SLT and being silent. If so, you may be part of the problem in perpetuating a fraud that is violating State Educational Law.

What can you do if you are an SLT member in this situation? One recommendation is to learn about your responsibilities and speak with other SLT members about it.Put the issues on the SLT meeting agenda for discussion.Confront your principal with the issues. Attempt to get the UFT Chapter Leader's support, who is a Core Member of the Team. Seek the assistance of the Superintendent, District School Leadership Team or Office of Parent Engagement and Advocacy (ohall3@schools.nyc.gov). Get non-SLT member parents and teachers in the school to support your efforts to establish a functioning SLT. If all efforts fail, then the SLT member should resign rather than be a part of a fraudulent body.

Beginning the New School Year

As the new school year begins, it is important for the School Leadership Team to get off to a good start.

It is required that there be at least one meeting per month and that the core members of the SLT include the principal, Chapter Leader and Parents Association President. There should also be a teacher representative and parents must make up at least 50% of the SLT members. The SLT should consist of between 10-14 members.

At the first meeting in September,there must be a Chairperson in place,elected by the SLT members. The Chairperson should not be the principal.During this meeting, members ahould review and be given copies of the By-Laws. They should also review their core mission which is to create the Comprehensive Educational Plan (CEP) and align the school budget.

The Team should review and have copies of the 2010-2011 CEP that should be in place. If it is not completed, the SLT should focus on finishing the document and making sure the budget is aligned with it.

The Team's main responsibility is to create the 2011-2012 CEP which will require a needs assessment of the school.During the September meeting,a plan should be worked out for conducting a needs assessment.

All members of the SLT should be active. Any member can put an item on the meeting agenda by contacting the Chairperson in writing.Training is vital for a functioning SLT. Training is mandated and should be requested from the District and DOE office.

2010-2011 CEP Template

This is from the Principals Weekly and shows how the NYCDOE has no regards for the work of School Leadership Teams. Why does the NYCDOE have to wait until the end of the school year to put out a template for the CEP? This undermines the work of the SLT and gives principals control.

Also, notice that the preliminary 2010-2011 CEP is due June 30th.Has your SLT been working on the 2010-2011 CEP?

NYCDOE School Leadership Team Trainings

The Office for Family Engagement and Advocacy will offer borough-wide, two hour trainings for School Leadership Teams in May and June. The sessions being offered include Setting Priorities & Developing Action Plans and Team Building. We recommend that whole teams attend trainings with their principals; however, individual members are welcome to attend alone. Register for the training online. If you know of a team member who is interested in attending training and will require interpretation services, or is having trouble registering and needs to speak to someone, please call 212-374-4118.

The Queens session will be held May 11 at P.S. 65, Raymond York, 103-22 99th Street, Queens; the Brooklyn session will be held May 19 at P.S. 230, 1 Albemarle Rd., Brooklyn; the Staten Island session will be held May 26 at Staten Island Technical High School, 485 Clawson St, Staten Island. School Leadership Team Update

Dear Parent Leaders and Educators,

Is your School Leadership Team functioning?
Are parents,staff and teachers in your school aware there is an SLT, know who is on it and what it does?

At this point of the year, the SLT should be developing the 2010-2011 Comprehensive Educational Plan (CEP) for September.Parent, teacher,staff,administrative and student members(HS) of an SLT should have consulted their constituencies in the school for input into the CEP and budget.A needs assessment should of been completed, along with goals and action plans for September. When the 2010-2011 budget comes in shortly, the SLT must be consulted about how the budget will be spent and make sure that the budget is aligned with the CEP. If your team needs budget training,Regulation B-801 states that it can be requested from the DOE. In addition,some CEP and budget training can be attained by DOE,UFT and District workshops.Every member must attend a workshop in order to receive the $300 stipend for 30 hours of service.

The principal must send written confirmation and proof to the Superintendent that the budget is aligned with the CEP. If the SLT believes it is not aligned, it can contact the Superintendent in writing for intervention.In addition, the SLT can contact the Superintendent if it believes a decision by the principal is not consistent with the CEP.

If a SLT member feels there was no shared decision making in the development of the CEP and collaboration in the alignment with the budget, he or she can refuse to sign the CEP and attach a written explanation. Also, the SLT must send an evaluation form to the Superintendent rating how well the principal involved the SLT in shared decision making.

All decisions are by concensus of the SLT. If concensus can not be reached, the SLT should contact the District Leadership Team (DLT) or Superintendent for mediation.If the conflict cannot be resolved, the Superintendent will make the final determination.

Chancellor's Regulation B-801-School Based Budgeting-4/21/10

Please see link for the new Chancellor's Regulation B-801(School Based Budgeting).Principals must consult with School Leadership Teams(SLTs) while preparing the school budget.School Leadership Teams must make sure the budget is aligned with the Comprehensive Educational Plan (see Chancellor's Regulation A-655 for more details). The principal must give written assurance to the Superintendent that the budget is aligned with the CEP. If a consensus of the SLT (other than the principal)believes the budget is not aligned with the CEP, they can send a written request to the Superintndent to intervene.The SLT can receive training in their budget responsibilities from the DOE "when reasonably requested".

I. Description of the subject, purpose and substance of the proposed item under consideration and identification of all substantial revisions to the item.



Chancellor's Regulation A-655 updates and supersedes the prior version of the regulation, dated December 11, 2009. The regulation sets forth the rights, responsibilities and composition of school and district leadership teams and the support provided to them. The regulation also describes the grievance process for SLT elections and the Central Plan for School-Based Planning and Shared Decision Making.



Since the initial posting of the revised regulation on December 11, 2009, the Department of Education has received several comments from the public expressing concerns over the respective roles of the principal and the SLT in the budget and CEP process. In response, the Department of Education has made the following substantial revisions in the regulation:

· If the SLT is unable to reach consensus on the CEP, even after seeking assistance from the DLT and the community or high school superintendent (who will attempt to facilitate consensus among the SLT), the superintendent shall make the final determination on the CEP.

· The principal will send a written justification to the superintendent explaining that the school-based budget is aligned with the CEP.

· SLT members, other than the principal, may provide a written response to the principal’s written justification within 10 school days if they reach a consensus that they disagree with the principal’s justification that the school-based budget is aligned with the CEP.

· SLT members, other than the principal, may dispute any decision made by the principal where members of the SLT (other than the principal) reach a consensus that the decision is inconsistent with the goals and policies set forth in the school’s existing CEP, by submitting a written objection to the community or high school superintendent. The superintendent shall provide a written response to the SLT and the principal within 10 school days of receiving the initial complaint, which response shall include the information reviewed and the basis of the superintendent’s decision regarding the dispute.



In addition, the Department of Education has made the following changes in the regulation in response to public comment:

· To ensure alignment of the CEP and the school-based budget, any member of the SLT may request (on behalf of the SLT) the Galaxy Table of Organization Report up to two times per semester and, in response, the principal shall provide this report within 5 school days. In addition, any SLT member may obtain the Galaxy Budget Allocations, which are posted on the DOE website when allocations are issued for the new fiscal year, and the Galaxy Table of Organization Summary Reports, which are posted on the DOE website at the beginning of each academic year.

· The final CEP and the school-based budget shall be posted on the DOE’s or the school’s official website and a copy shall be provided to each SLT member upon request at the school.

· To be eligible to receive the annual remuneration of $300, SLT members, including students and CBO representatives, must complete 30 hours of service on the SLT and attend a mandatory training session relating to CEPs and budget issues each year. This training shall be offered by the Department of Education.

· The superintendent will consult with the SLT regarding any school restructuring plans. The superintendent may not send a designee in his/her stead.



II. Summary of all public comments received following the initial public notice.

Comments received may be summarized as follows:

1. The provision allowing the principal to make the final determination concerning the CEP in cases where the SLT is unable to reach consensus even after it seeks assistance from the DLT, OFEA, and the superintendent should be changed, as it gives the principal too much power and undermines the consensus-based decision-making required by the law; it was suggested that the superintendent and/or the DLT should serve this function rather than the principal.

2. Additional training should be provided to SLT members on a variety of topics by different vendors.

3. When the superintendent consults with the SLT regarding any school restructuring plans, if he/she sends a designee to the meeting, the designee should not be the principal since the principal is a member of the SLT.

4. The justification the principal is required to submit to the superintendent (explaining that the school-based budget is aligned with the CEP) must be in written form.

5. The regulation should provide that, if the SLT submits a response to the principal’s justification, that response should be due within ten (10) (rather than five (5)) days.

6. The CEP and the school-based budget should be made readily available for public inspection, including being posted on the Department of Education’s internet web site.

7. The SLT’s right to dispute the principal’s decision on the budget to the community or high school superintendent where members of the SLT (other than the principal) believe that the decision is inconsistent with the goals and policies of the CEP should be included in the regulation.

8. The SLT’s right to dispute the principal’s decision on any issue that conflicts with the goals and policies set forth in the CEP should be included in the regulation.

9. Any member of the SLT should be allowed to obtain from the principal the Galaxy Table of Organization (not the SLT version) in order to see the evolution of the budget, as well as the Galaxy Budget Allocations and Galaxy reports relating to city, state and federal categorical funding and related school expenditures.

10. The principal should not be allowed to be the chairperson of the SLT.

11. The first draft of the school-based budget should be reviewed by a budget subcommittee of the SLT to give advice and input to the principal.

12. The president of the Community Education Council should be a mandated part of the District Leadership Team.

13. The CEP should be prepared before the school-based budget is prepared.

14. There should be a separate SLT and DLT for District 79.

CEPs now on School Web Portals for viewing

According to the Office of School Improvement, 2008-2009 Comprehensive Educational Plans(CEPs) are on the school's DOE web portal. Go to schools.nyc.gov and type in your school number which will take you to the school portal.Click on "statistics" and scroll down to Comprehensive Educational Plan 2008-2009.

However, in a random check of twenty five schools,sixty percent (15) did not have the CEP listed. The Office of School Improvement responded that three of the schools did have the CEP listed but the other twelve did not and they were determining if those schools submitted a 2008-2009 CEP.

The Office of School Improvement will be posting 2009-2010 CEP's starting this month.It is required under NYS Education Law.

If your school portal does not have its 2008-2009 CEP posted, please contact Sharon Rencher (srenche@schools.nyc.gov)from the Office of School Improvement.

In addition, contact Ms. Rencher for inquiries concerning the template for the 2010-2011 CEP. SLT's should be developing the 2010-2011 CEP and then aligning the school budget when it is allocated around April.

SLT Member Survey for Biennial Review Process

The Biennial Review survey is important to provide information to each district concerning how well SLTs are functioning according to State mandates.Each district then has to send its report to the State.It is important as a School Leadership Team member to be honest in your responses so that the problems concerning our SLTs can be documented.

In accordance with Commissioner’s Regulation 100.11, an evaluation of SLTs will be performed every two years as part of a Biennial Review process. This survey has been designed for you by our office in consultation with District Leadership Team (DLT) members to provide candid information about the overall effectiveness of School Leadership Teams (SLTs) and your experience as a member of a team. Your full participation in team activities ensures that stakeholder voices are heard and considered in the important work of educational planning and shared decision-making at the local school level.

The questions in this survey correspond to DLT priorities as outlined in Commissioner’s Regulation 100.11. With your responses, DLTs will collect and process information from each school, allowing a fair assessment of district-wide implementation of the regulation based on actual team member feedback. The next Biennial Review must be completed by February 2010.
