2014-2015 CEP Draft Plan

Prepare Draft School/Comprehensive Educational Plan (S/CEP) All schools / Deadlines: December 12; January 30 You will receive an email on November 13 from iPlan with a link for downloading your customized School/Comprehensive Educational Plan (S/CEP) template for the 2014–15 school year. The template has been aligned with your school’s New York State Accountability status. It has also been revised for this school year so that your School Leadership Team (SLT) can align your school’s goals for school improvement with the six elements of the Capacity Framework. Once you receive the email from iPlan, you should: § Download your customized template and accompanying guidance, which will be provided in the email. § Work with your SLT to prioritize the completion of your school’s draft plan during the months of November and December. § Submit your draft plan for network and central review by December 12 via the iPlan portal; more information on accessing the iPlan portal and uploading your plan will be shared in an upcoming edition of Principals’ Weekly. As a new step this year, the NYCDOE will post your draft plan on your school’s NYCDOE website on December 19. Because your draft plan will be displayed publicly, you should work with your network to ensure that your draft contains proper grammar, formatting, and use of acronyms before you submit it to the iPlan portal. Network and/or central NYCDOE staff will review your school’s draft plan and provide feedback by January 16. You should work with your network to incorporate feedback and submit your revised plan for your superintendent’s approval via the iPlan portal by January 30. Following approval, your school’s finalized S/CEP will be uploaded to your school’s NYCDOE website. Additional information about the S/CEP process will be shared in upcoming editions of Principals’ Weekly. If I am reading this excerpt from Oct. 24th Principals'Weekly correctly,the 2014-2015 Template is only now being released.The problem is that the 2014-2014 CEP is suppose to be in place since September.Apparently, a Goals and Budget alignment form was suppose to be submitted last June. The SLT should now be preparing the 2015-2016 CEP.This is just another example of how the DOE undermines and confuses the CEP process and makes the duties of the SLT difficult. Also, notice how the school's Network has an CEP liaison person, who is not an SLT member but probably has more influence. CEP Info- Principal's Weekly

As part of your School/Comprehensive Educational Plan (S/CEP) for improving your school for the 2014–15 school year, you should develop preliminary goals aligned to your FY15 budget allocations using the following steps: Download the S/CEP Initial Goal and Budget Alignment Form (IGBAF) from the iPlan Portal beginning June 11. Discuss the preliminary S/CEP goals, programs, and related budget allocations for the 2014–15 school year with your School Leadership Team (SLT). Retain any related meeting minutes, agendas, and sign-in sheets. Upload the complete S/CEP IGBAF to the iPlan Portal by July 7. Upload a revised IGBAF based on your network leader’s feedback to the iPlan Portal by July 30; your network leader will upload feedback to the iPlan Portal by July 25. If your school has been identified by the New York State Education Department (NYSED) as a school “In Good Standing,” you must develop three to five goals for your CEP. If your school was identified by NYSED as a “Priority” or “Focus” school, you must develop five goals, one for each school-level tenet of the Diagnostic Tool for School and District Effectiveness (DTSDE) for your SCEP. Note that NYCDOE will share a revised S/CEP template for 2014–15 in early summer that you may use to complete and submit your plan in the fall. End of Year SLT Responsibilities

School leadership Teams should now be in the process of planning to align the budget for 2014-2015 with the CEP. Goals and action plans for the 2014-2015 CEP should have been finalized by this point. Team members should receive a copy of the budget when it is released and meet to assure it is aligned with the CEP. In addition,team recommendations that were approved when advising the principal regarding budget spending should be incorporated. If your team has been a sham this year and members have not been included in shared decision making by consensus,you should not sign the CEP and attach your reasons to the document. In addition, you should indicate the problems in the end of year survey. In addition, make sure elections are conducted for parent and teacher members whose terms are expiring. If the SLT Chairperson is up for selection, have the new team choose a member by consensus in September. The Chairperson plays a key role and should not be the principal or a member of administration. Also, make sure your by-laws are updated and in place. Finally, if your team will not have the 2014-2015 CEP in place by September, make sure there is better planning next year.
