Final Submission of Comprehensive Educational Plans
All Schools / Deadline: February 4
Schools will be able to submit their finalized CEP, including a copy of the Parent Involvement Policy (PIP), School Parent Compact (SPC), and Language Allocation Policy (LAP) from January 13 to February 4. Schools that have received feedback on their draft CEP and LAP from their network should include this feedback in their final CEP. Schools that did not save a copy of their drafts can access them using the iPlan portal. Refer to the guidance memo for CEP and LAP access procedures. All submissions are to be made via the iPlan portal. Refer to the guidance memo and non-iPlan user and iPlan user submission procedures. The CEPs, LAP, PIP, and SPC received after January 12 will be considered final and posted to schools' websites.

School Leadership Team Training
State Education Law 2590H(15B)requires "appropriate training" for members of School Leadership Teams (SLTs). Chancellor's Regulation A-655 (School Leadership Teams) under Section VI.,requires the NYCDOE OFIA ( Office of Parent Information and Advocacy)to provide regular training sessions to SLTs in their districts and the high schools. The NYCDOE Office of School Improvement provides training to SLTs for the development of the school's Comprehensive Educational Plan (CEP) and Title 1 program requirements.
The information I am receiving is that training is not happening. If your team has not received "regular training sessions", contact O. Hall of OFIA at ohall3@schools.nyc.gov.If your school has not received any CEP training and or Title 1 program requirement training, contact Sharon Rencher at the Office of School Improvement at srenche@schools.nyc.gov.

SLTs Reaching Out For Help
There are many SLTs that are being dominated by the principal and being prevented from fulfilling their legal mandated roles under State Education Law and Chancellor's Regulations. Most teams are not receiving training in a timely and consistent manner.The NYCDOE simply neglects SLTs since they are a threat to principal dominance if allowed to function.
Remember, the principal is a member of the team and must abide by the bylaws and legal regulations.Teams have the shared responsibility of creating the Comprehensive Educational Plan (CEP)and making sure that the budget is aligned with it. In addition, Teams must be included and consulted in the planning of budget spending.
Periodically, I receive e-mails and phone calls from parents and teachers who serve on SLTs. Many have questions and are seeking basic information concerning their SLTs.There are also those who are having conflicts with their principals concerning the running of their SLTs and are seeking help.
Recently,I received this thank you from a school in the Bronx:
"Hello James,
James, I would like to thank you for all your help. Clearly is was your email to the right people that help in resolving the issue at the school. Your email had everyone in downtown emailing me back and calling the school. They by-pass the districts recommendation and told the principal that no election would take place and that he must consult with the parents leaders of the school".
Feel free to contact me concerning your SLT issues.I would also like to have more comments posted on the blog concerning your SLTs.

Submit Draft of Final 2010-11 Comprehensive Educational Plan
All schools / Deadline: November 1
The deadline to submit your final 2010-11 Comprehensive Educational Plan (CEP) draft for network review is November 1. To facilitate submitting the 2010-11 CEP, you should submit via the iPlan Portal at http://www.cep-iplan.com. Please remember that you should submit the following required attachments:

Information on the 2010-2011 CEP

Is Your School Leadership Team a Sham?
Is your School LeadershipTeam (SLT) a sham?
The dictionary defines sham as "a hoax", "hypocrisy","imposture","an imitation or counterfeit purporting to be genuine".Does this describe your SLT? If so, and you are a SLT member, you need to take some action. In addition, if you are a parent or teacher whose views are suppose to be represented on the SLT, you also need to take some action.
The SLT is the vehicle for shared decision making among the principal,teachers, parents,and others in the school community.The SLT is suppose to create the Comprehensive Educational Plan(CEP) for the school and to be intimately involved in the budget process (spending of school money).
Is your SLT meeting one where you go and listen to the principal give you updates on what he or she is doing in the school? Do you find out about major changes in the school after the fact? Have you ever seen or read the school's CEP which you are suppose to be developing? Have you seen the school budget and had any meaningful input? Do you give the principal a good SLT survey review at the end of the year even though there was no CEP collaboration? Did you sign the CEP last June that stated you participated in the CEP and budget process even though you did not? If you are a UFT Chapter Leader,do you give legitimacy to this process by sitting on a non-functional SLT and being silent. If so, you may be part of the problem in perpetuating a fraud that is violating State Educational Law.
What can you do if you are an SLT member in this situation? One recommendation is to learn about your responsibilities and speak with other SLT members about it.Put the issues on the SLT meeting agenda for discussion.Confront your principal with the issues. Attempt to get the UFT Chapter Leader's support, who is a Core Member of the Team. Seek the assistance of the Superintendent, District School Leadership Team or Office of Parent Engagement and Advocacy (ohall3@schools.nyc.gov). Get non-SLT member parents and teachers in the school to support your efforts to establish a functioning SLT. If all efforts fail, then the SLT member should resign rather than be a part of a fraudulent body.

Beginning the New School Year
As the new school year begins, it is important for the School Leadership Team to get off to a good start.
It is required that there be at least one meeting per month and that the core members of the SLT include the principal, Chapter Leader and Parents Association President. There should also be a teacher representative and parents must make up at least 50% of the SLT members. The SLT should consist of between 10-14 members.
At the first meeting in September,there must be a Chairperson in place,elected by the SLT members. The Chairperson should not be the principal.During this meeting, members ahould review and be given copies of the By-Laws. They should also review their core mission which is to create the Comprehensive Educational Plan (CEP) and align the school budget.
The Team should review and have copies of the 2010-2011 CEP that should be in place. If it is not completed, the SLT should focus on finishing the document and making sure the budget is aligned with it.
